I have no access to the Inernet from my on-premise consoles.
How can I download the entire scripts database to my server in order to "download" the scripts into my scripts management interface, instead of recreating them and fiddle with arguments and parameters…

Here is the download. Unzip this and then do a modify of the COP install. You can specify the file there and import all the SBAs.The github repo also has the xml files https://github.com/controlup/script-library
